Should India Join a Foreign Sixth-Generation Fighter Program? Strategic Debate Intensifies as Future Air-War Race Accelerates

As the global race for sixth-generation fighter aircraft gathers momentum, India faces a major strategic decision: should it develop the next generation of combat aviation entirely on its own, or join an international program to gain faster access to technologies such as artificial intelligence, advanced stealth, next-generation engines and autonomous combat drones?

The question has acquired greater significance as countries including the United Kingdom, Japan and Italy accelerate work on the Global Combat Air Programme (GCAP), while the future of European combat-air partnerships continues to evolve.

For India, the choice is particularly complex. New Delhi is already pursuing the indigenous Advanced Medium Combat Aircraft (AMCA) while simultaneously modernizing the Indian Air Force and trying to strengthen the country’s domestic aerospace and fighter-engine capabilities.

The emerging argument among strategic observers is that India may not necessarily have to choose between the two.

Instead, a potentially more effective strategy could be to continue AMCA while simultaneously participating in an international sixth-generation combat-air program as a genuine technology-development partner.

India Doesn’t Want to Fall Behind

The debate has received additional attention following comments attributed to Chief of Defence Staff General Anil Chauhan.

According to reporting by Janes, the CDS indicated that India should explore collaboration with an international sixth-generation fighter consortium to avoid falling behind technologically, while continuing development of AMCA in parallel.

The argument reflects a fundamental challenge confronting India’s defence planners.

Fighter aircraft entering service in the late 2030s and 2040s could remain operational well into the 2070s. Decisions being made today could therefore influence India’s air-power capabilities for almost half a century.

Waiting until AMCA is fully operational before beginning work on next-generation technologies could leave India several years behind countries already investing heavily in future combat-air systems.

Sixth Generation Is About Much More Than a Fighter Jet

The term “sixth-generation fighter” can itself be misleading.

Future air warfare is expected to move away from the traditional model of a fighter aircraft operating primarily as an individual platform.

Instead, the fighter could become the central command node of a much larger digital combat network.

A future combat formation could consist of a crewed stealth aircraft controlling several autonomous or semi-autonomous drones. One drone could perform reconnaissance, another electronic warfare, another carry additional missiles, while expendable unmanned aircraft penetrate heavily defended enemy airspace.

Information from satellites, AWACS aircraft, ground radars and other platforms could simultaneously be combined through artificial intelligence.

The future model could therefore look increasingly like:

Crewed fighter + AI + collaborative combat aircraft + satellites + electronic warfare + long-range weapons + secure combat cloud.

GCAP, for example, is being developed around technologies including AI, autonomy, advanced sensors, propulsion, communications and integration with uncrewed systems. Britain, Japan and Italy are targeting approximately 2035 for introduction of the future aircraft.

Why International Collaboration Could Benefit India

The strongest argument for India joining an international program is technological acceleration.

Developing a modern fighter aircraft is already enormously expensive. Developing an entire sixth-generation combat ecosystem could be substantially more challenging.

India would potentially have to develop simultaneously:

  • advanced stealth structures and materials;
  • next-generation fighter engines;
  • AI-enabled mission systems;
  • advanced AESA radar;
  • electronic warfare;
  • collaborative combat aircraft;
  • secure high-speed data links;
  • long-range weapons;
  • distributed sensors;
  • combat-cloud infrastructure; and
  • advanced digital-engineering and manufacturing capabilities.

Even some of the world’s most technologically advanced countries have concluded that collaboration is preferable to bearing the entire development burden independently.

The UK announced in July 2026 that the next phase of GCAP involved a £4.6 billion contract, alongside substantial longer-term national investment.

For India, sharing development costs and risks could make economic sense—provided the country receives meaningful technological benefits in return.

Fighter Engines Could Be the Biggest Prize

One area could prove particularly important: propulsion.

India’s attempt to develop an indigenous high-performance fighter engine has historically been one of the country’s most difficult aerospace challenges.

Sixth-generation aircraft will make that problem even harder.

Future engines may need not only greater thrust and fuel efficiency but also significantly greater electrical-generation and thermal-management capability to support advanced radars, electronic-warfare equipment and potentially other high-energy systems.

Consequently, participation in next-generation propulsion development could be worth more strategically to India than simply acquiring the final fighter aircraft.

If New Delhi enters an international program, meaningful participation in engine development is likely to be one of the most valuable areas it could pursue.

AMCA Should Not Be Sacrificed

However, participation in a foreign-led sixth-generation program should not come at the expense of AMCA.

AMCA represents considerably more than another fighter aircraft for the Indian Air Force.

The program is intended to help India’s aerospace ecosystem build expertise in stealth, sensor fusion, avionics, electronic warfare, advanced manufacturing and systems integration.

Those capabilities will form the technological foundation for future Indian combat aircraft.

Consequently, abandoning or weakening AMCA in favor of participation in an international program could potentially recreate the foreign dependence India is attempting to reduce.

A more balanced strategy would be:

Tejas → AMCA → International sixth-generation collaboration → Future indigenous combat-air system.

GCAP Emerges as an Obvious Candidate

Among existing international projects, GCAP is attracting particular attention.

The program combines the technological and industrial capabilities of the United Kingdom, Japan and Italy.

Its industrial architecture includes Britain’s BAE Systems, Italy’s Leonardo and Japanese industry through the Edgewing joint venture. The three governments have also established an international organization to oversee the program.

For India, GCAP offers several attractions.

Britain possesses extensive combat-aircraft experience, Japan has world-class electronics, materials and manufacturing capabilities, while Italy has significant expertise in aerospace and defence electronics.

GCAP has also demonstrated some openness toward additional international involvement.

Canada became the program’s first observer nation in July 2026, providing Ottawa with structured access to information concerning the program and potential industrial collaboration.

India could potentially explore a similar initial mechanism before deciding whether full participation offers sufficient strategic value.

However, there is a significant disadvantage: GCAP is already progressing.

The later India enters, the harder it may become to obtain major design responsibility and high-value industrial workshare.

Could France Offer India a Better Deal?

Another possibility attracting attention is France.

India and France already possess one of New Delhi’s deepest defence-aerospace relationships, built through programs involving Mirage fighters, Rafale aircraft and other defence cooperation.

At the same time, difficulties surrounding Europe’s Franco-German Future Combat Air System have raised questions about how European sixth-generation development could eventually be reorganized.

Recent reporting has suggested that these developments could potentially create opportunities for deeper India-France cooperation on future combat-air technology. However, the shape of any such partnership remains uncertain and should not yet be treated as a finalized program.

From India’s perspective, a smaller partnership could offer an important advantage.

Instead of entering an established multinational consortium as its fourth or fifth participant, India could potentially negotiate greater design authority and industrial responsibility in a new arrangement.

The Biggest Danger: Paying Without Receiving Technology

International participation would nevertheless carry serious risks.

The worst outcome for India would be contributing billions of dollars toward development only to receive limited manufacturing work and remain dependent on foreign partners for critical technologies.

There is an enormous difference between an aircraft being assembled in India and India possessing the knowledge required to design, modify and independently upgrade it.

New Delhi would therefore need to negotiate access to intellectual property, software, weapons integration and engineering capabilities before making a major financial commitment.

A sixth-generation partnership that allows India merely to manufacture components or assemble aircraft would provide significantly less strategic value than genuine co-development.

Source-Code Access Could Become Crucial

Software will be even more important in sixth-generation aircraft than in today’s fighters.

Future combat systems are expected to depend heavily on software for sensor fusion, electronic warfare, autonomous operations, drone coordination, mission planning and AI-assisted decision-making.

India would therefore need sufficient sovereign access to integrate its own weapons, sensors and communication systems.

If every major upgrade or weapons integration requires foreign approval, India could remain strategically dependent despite manufacturing the aircraft domestically.

India’s Software Industry Could Become a Major Advantage

India could also bring something substantial to the negotiating table.

The country’s enormous software, digital engineering and AI ecosystem could become increasingly valuable as combat aircraft evolve into software-defined platforms.

Indian participation need not therefore be limited to manufacturing airframes.

India could seek leadership roles in areas such as:

  • artificial intelligence;
  • mission software;
  • cybersecurity;
  • simulation;
  • digital twins;
  • autonomous systems;
  • drone-control architecture;
  • sensor fusion; and
  • predictive maintenance.

Such participation could connect India’s commercial technology capabilities with its defence-industrial ambitions in ways previous fighter programs rarely achieved.

China Makes the Decision More Urgent

The strategic debate cannot be separated from China’s military modernization.

Beijing is investing heavily in stealth aircraft, unmanned systems, advanced missiles, electronic warfare, space capabilities and network-centric warfare.

India does not necessarily need to match China platform-for-platform.

But it must prevent a situation in which China develops an overwhelming technological advantage across several interconnected areas simultaneously.

For India, therefore, the challenge is to achieve technological acceleration without creating strategic dependence.

Purely indigenous development offers maximum sovereignty but potentially higher cost, technological risk and longer development timelines.

Importing a completed sixth-generation fighter could provide faster capability but minimal technological independence.

Genuine international co-development potentially offers a middle path.

What India Should Demand

If New Delhi decides to participate in an international program, analysts argue that the negotiations should focus less on the number of aircraft India will receive and more on the technology India will control.

India would ideally seek substantial participation in:

design authority, intellectual property, fighter propulsion, AI, electronic warfare, sensors, autonomous aircraft, weapons integration and mission software.

Indian aircraft should also be capable of integrating indigenous weapons without excessive dependence on foreign approvals.

Domestic manufacturing would be important, but manufacturing alone should not be regarded as sufficient technology transfer.

India would additionally need meaningful upgrade sovereignty and participation by both public and private Indian aerospace companies.

A Three-Tier Strategy Could Offer the Best Solution

Rather than choosing between self-reliance and international collaboration, India could pursue both.

The first layer would be the Tejas ecosystem, strengthening India’s fighter-production and aerospace manufacturing capacity.

The second would be AMCA, through which India develops sovereign expertise in stealth, sensor fusion, advanced avionics and next-generation combat-aircraft design.

The third would involve international sixth-generation collaboration, allowing India to access technologies that would otherwise take significantly longer to develop independently.

Knowledge obtained from that partnership could ultimately feed into a future indigenous post-AMCA combat-air system.

India Should Build Sixth-Generation Capability, Not Chase a Label

There is also a broader strategic lesson.

India does not necessarily need an aircraft carrying the marketing label “sixth generation” to possess sixth-generation combat capability.

An evolved AMCA connected with stealthy collaborative combat aircraft, indigenous AWACS, satellites, AI-enabled battle management, long-range Astra-family weapons, advanced electronic warfare and a secure combat cloud could deliver many of the operational characteristics associated with next-generation warfare.

The real objective should therefore be building the entire combat ecosystem, rather than focusing exclusively on one aircraft.

Verdict: India Should Join—but Only as a Co-Developer

For India, participating in an international sixth-generation fighter program could be strategically beneficial—but only under strict conditions.

New Delhi should not join merely to obtain early access to an advanced foreign aircraft.

Nor should international collaboration be allowed to undermine AMCA.

Instead, India could use such a partnership to close technological gaps in propulsion, AI, stealth, electronic warfare, autonomous systems and advanced sensors while simultaneously strengthening its domestic aerospace industry.

The ideal strategy would therefore combine AMCA, indigenous engine development, unmanned combat systems and carefully negotiated international sixth-generation cooperation.

India’s ultimate objective should not be to become the world’s largest buyer of advanced fighter aircraft.

It should be to become one of the countries capable of designing them.

That means the most important question in any future negotiation will not be:

“How many sixth-generation fighters will India receive?”

It will be:

“How much of the technology will India understand, own, manufacture, modify and control?”

If an international consortium can provide India with meaningful answers to that question, joining could dramatically accelerate the country’s aerospace ambitions.

If the offer amounts primarily to financing, assembly and purchasing, India may be better served investing those resources in AMCA and its own future combat-air ecosystem.

For India, the sixth-generation race is therefore not ultimately about buying the aircraft of the 2040s. It is about acquiring the capabilities required to design the aircraft of the 2050s and beyond.
